App launcher disappears when the Omnibox provider is locked

Issue description

Chrome Version: initial report v47.0.2526.110 (Official Build) (64bit) and reproduced on 48.0.2564.92 (Official Build) (32­bit) 
Chrome OS Version: same as above
Chrome OS Platform: 7520.60.0 and 7647.73.0 both stable

This bug only effect's Chromebook's

Steps To Reproduce:
1. Configure Omnibox lock for the test sub-OU (you can use the following config https://drive.google.com/a/google.com/file/d/0B9BQIK7d0CYNajA1dVhzdzkzUHM/view?usp=sharing )
2. Launch browser to observe that the app launcher is no longer there
3. Unlock Omnibox by disabling what you done in step 1
4. Launch browser to observe App launcher visible again

Expected Result:

The app launcher is supposed to be persistent in the browser irregardless of configuration done on admin panel. 

Actual Result:

The app launcher disappear's and reappear's based on omnibox's configuration I.e if it locked or unlocked.

How frequently does this problem reproduce? This problem is always reproducible.

What is the impact to the user, and is there a workaround? If so, what is
it?
Current work around is to use chrome://apps and there is minor impact to the user as they are still ablke to access app's.

Please provide any additional information below. Attach a screen shot or
log if possible.

Assigning to Victor to confirm this is still an issue on current builds.
Reproduced on 58.0.3029.140/9334.72.0
Not sure about impact, as going to google.com directly shows apps
