If you remove the font: inherit from css definition for textarea the page's stylesheet it appears to behave correctly. Not a scrolling issue; reassigning to forms and layout.

It seems before pressing Enter key, caret height is 20px == font-size. After pressing Enter key, caret height is 34px == line-size. Current expected behavior is caret height should be 34px in both case. Since we decide to use font-size as caret height, issue 581004 . This issue should be fixed by issue 581004 .
