Regression: Focus is lost on Zoom in/out button on hitting enter from keyboard.

Chrome Version       : 51.0.2670.0 (Official Build)
OS Version : Ubuntu 14.04

What steps will reproduce the problem?
1.Launch chrome and open wrench menu.
2.Navigate the focus to Zoom in/out button and hit enter.
3.Observe the focus on the menu.

What is the expected result?
Focus should still stay on the button after the page zooms in/out.

What happens instead?
Focus disappears on zooming in the page by hitting enter.

This is a regression issue broken in M-51.

This issue is also repro on Windows.

Able to reproduce the issue on windows 7 using chrome version 51.0.2670.0.Not able to reproduce the same on Mac 10.11.
