Pre-condition: Enable the 'Media Router' flag from chrome://flags.

Steps: 
1. Launch Chrome and navigate to chrome://media-router
2. Re-size the browser window and observe 'OK,GOT IT' button.

Actual: 'OK,GOT IT' button is seen chopped after re-sizing the browser window.

Expected: 'OK,GOT IT' button should not be seen chopped after re-sizing the browser window.

This is a regression issue broken in M-49, below is bisect info

Good build: 49.0.2619.0

Bad build: 49.0.2620.0
