Word wrap is broken.

Steps to reproduce the problem:
1. Enter comment on stable channel update
2. Fill out long comment.
3. Press Preview
4. Voila, word wrap is broken

What is the expected behavior?
Word wrap should work.

What went wrong?
Check screen shot attached

Able to reproduce the issue on windows 7, Linux Ubuntu 14.04 and Mac 10.11 using chrome version 49.0.2623.87 and canary 51.0.2671.0.
this is non regression issue as the issue seen from M30 builds.
Marking it as Untriaged to get more inputs from dev team.

This is also happening on Chrome Android 49.0.2623.91.
