Image viewer initial zoom is wrong

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/48.0.2564.82 Chrome/48.0.2564.82 Safari/537.36

Steps to reproduce the problem:
1. Open https://upload.wikimedia.org/wikipedia/commons/3/38/Bangalore_Panorama_edit1.jpg 
2. Image is neither zoomed-in or full-width
3. click to zoom-out, it zooms in
4. click again, it zooms to full-width

What is the expected behavior?
Initial view should be full-width as intended.

What went wrong?
Initial zoom should be calculated to be full-width

Did this work before? N/A 

Chrome version: 48.0.2564.82  Channel: n/a
OS Version: 
Flash Version: Shockwave Flash 11.2 r999

This is a bug affecting a core UI element.

Closing as WontFix because this was never confirmed but the OP claims it was fixed.

I'm seeing a similar issue when the page zoom is >100% but I believe that's covered by  bug 324086 .
