Steps to reproduce the problem:
1. Set your minimum font-size to 20
2. Go to https://crbug.com
3. Click the dropdown

What is the expected behavior?
ALL text is at least 20px big, because that's what a minimum does.

What went wrong?
The OPTIONs in the dropdown aren't 20px. They're as big as the website wants.

Did this work before? Yes Chrome 48 and many before

OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 20.0 r0
