Uploading large files to Google Drive, which is relatively slow with IE 11/FF 44 in Windows 7.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/48.0.2564.116 Safari/537.36

Steps to reproduce the problem:
1. Uploading a large file to Google Drive.
2. Recording upload speeds.

What is the expected behavior?
Which is as fast as IE 11/FF 44.

What went wrong?
The speed of uploading files with IE 11/FF 44 is up to 10MBytes/s via a 100Mbps academic network. Which is only less than 3MBytes/s with Chrome 48.
I think the const kBufferSize may too small in net/url_request/url_fetcher_core.cc:37.

I am using an Intel i5-760 CPU with 16GB RAM.

Could you provide a NetLog exhbiting this behavior? It's possible there are other places in the stack that could contribute to this, first thing that would be good is what protocol you are speaking.
