Percentage values of table max-width are ignored

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.11 Safari/537.36

Example URL:

Steps to reproduce the problem:
Following HTML is rendered incorrectly:

<div style="width: 100px; background: lime;">
  a
  <table style="width: 200px; max-width: 100%; background: red;">
    <tr><td>b</td></tr>
  </table>
</div>

What is the expected behavior?
The table should be 100px wide.

What went wrong?
The table is 200px wide.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes 

Chrome version: 50.0.2661.11  Channel: dev
OS Version: 10.0
Flash Version: Shockwave Flash 21.0 r0

max-width in other length units (px, pt, vw, etc) is correctly rendered.

able to reproduce the issue on windows 7, Linux Ubuntu 14.04 and Mac 10.11 using chrome version 49.0.2623.87 and canary 51.0.2671.0.
This is non regression issue observed from M30 builds.
Hence marking it as Untriaged.
