When Chrome crashes or closes, I often lose all of my tabs, even though the "Continue where you left off" option is checked in the "On Startup" setting.

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_10_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/48.0.2564.116 Safari/537.36

Steps to reproduce the problem:
1. Close Chrome or have Chrome crash.
2. Open up Chrome again.
3. 

What is the expected behavior?
I would expect Chrome to either restore all of my tabs or ask me if I want to open the tabs that were open before Chrome closed or crashed. 

What went wrong?
Upon restarting, Chrome either loses all of my tabs in my primary account ("People"), or, when it asks me if I want to restore all of my previously opened tabs, does not restore all of my previously opened tabs. 

Did this work before? No 

Chrome version: 48.0.2564.116  Channel: stable
OS Version: OS X 10.10.5
Flash Version: Shockwave Flash 20.0 r0

This has been happening for many years. Jacob Lee (xoogler: jacobly@google.com and personal email: artdent@gmail.com) can attest that this problem has been happening for quite awhile. Thanks!

I only notice it on my primary account, which usually has multiple windows
with many tabs open. The other accounts I use usually only have one or two
windows open with not as many tabs.
Understood. But if possible, try it with another account. I'm just trying to see if the issue is tied to a particular account or not.

It looks like this issue is currently waiting for feedback from the reporter.
Unable to reproduce the issue on Mac 10.11.5, Windows 7, Ubuntu 14.04 using latest stable 50.0.2661.102, canary 52.0.2739.0 as per steps in comment #0. Observed that chrome restored all tabs when opened again.

compvla@Could you please check the issue by creating new profile on latest chrome channels and update the thread with screencast if issue still persists.

There's been no response from the original reporter for for 3+ months, so closing. Feel free to reopen if the issue persists (but please response to requests in comments #5 and #7).
