Soft hyphen rendered in tool-tip of browser tab

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/48.0.2564.116 Safari/537.36

Example URL:
http://www.danielcassidy.me.uk/misc/shy-bugs.html

Steps to reproduce the problem:
1. View a page whose <title> element contains soft hyphens (&shy;), for example at the above URL.
2. Hover over the browser tab for that page, until a tool-tip appears containing the title of that page.

What is the expected behavior?
Soft hyphens should be rendered as hyphens only if the tool-tip wraps at the position of the soft hyphen. Otherwise, they should not be rendered.

Alternatively: Soft hyphens should not be rendered in tool-tips at all, and tool-tips should only wrap on white-space.

What went wrong?
Soft hyphens in the tool-tip are always rendered as hyphens.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? No 

Does this work in other browsers? Yes 

Chrome version: 48.0.2564.116  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 20.0 r0

Edge 20 and Firefox 36 exhibit the expected behaviour.

I suspect this problem is specific to Windows platforms. I tested using Windows 10.

Tooltips for <title> element is UI, while tooltips for title attributes is HTML. It looks like the test case contains both, but steps mentions the <title> element, so assigning UI.

If you could file a separate bug for the title attributes, mentioning this bug, that'd be helpful.

The tooltip isn't rendered by the tabstrip, -tabstrip component.

I just noticed the same bug occurs in the Windows task bar preview (when you hover over the Chrome icon).
