mouse cursor in table cells appears too low [contenteditable, css, table]

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.75 Safari/537.36

Steps to reproduce the problem:
1. demo: https://jsfiddle.net/crl/29bf3n9y/1/
2. click in a cell
3. see the blinking mouse cursor vertical position

What is the expected behavior?
it should be somewhere at the middle of the cell vertically

What went wrong?
too low, even out of cell

Did this work before? N/A 

Chrome version: 49.0.2623.75  Channel: n/a
OS Version: 10.0
Flash Version: Shockwave Flash 20.0 r0

Able to reproduce the issue on Windows 7, Ubuntu 14.04 and Mac OS 10.11.3 using chrome latest stable M49-49.0.2623.75. Observed the cursor in the table cell appears too low where the issue is not seen on firefox.

This is a non-regression issue seen from past M35-35.0.1851.0, Hence marking it as untriaged.

Also reproduces on Safari. Does not reproduce on FireFox.

It seems vertical-align:middle doesn't affect vertical position of caret.
