Cannot paste clipboard screenshot to Twitter

Issue descriptionChrome Version: 49.0.2623.75 (Official Build) beta (64-bit) Chrome OS Version: 7834.53.0 (Official Build) beta-channel samus Chrome OS Platform: Chrome Pixel 2 Network info: n/a Please specify Cr-* of the system to which this bug/feature applies (add the label below). Can't do that from this template, which doesn't show the label fields. Steps To Reproduce: 1. Take a screenshot with Ctrl+Shift+WinSwitcher 2. Click Copy to Clipboard 3. Attempt to paste into a new Tweet (via Ctrl+V or Paste context menu) Expected Result: Image pastes Actual Result: Nothing happens. How frequently does this problem reproduce? Always. What is the impact to the user: Annoyance is there a workaround? If so, what is it? Perform a traditional file upload of the screenshot file. This works fine on Mac/Windows, and paste into traditional HTML editable regions seems to work okay. So either Twitter is doing something especially weird, or the problem is that some other API isn't working.
