Steps to reproduce the problem:
1. have two or more virtual keyboard layouts enabled in Chrome OS
2. disable autocorrect for the default one, but leave it on for another
3. reboot
4. log in and find a text area where you normally get autocorrect/autosuggest
5. type on the virtual keyboard and notice how the suggestions bar at the top of the keyboard is empty
6. use the globe or ellipsis buttons to switch to the layout with autocorrect, and type a couple words (not sure if typing here is needed)
7. switch back to the default layout
8. type and see how you get suggestions now (this remains the case until next time you reboot)

What is the expected behavior?
Steps 5 and 8 should behave the same. (Personally, I prefer 8's behavior, because I disabled autocorrect to reduce mis-corrections but still like using the suggestions sometimes.)
