Megabug: Integrate well with Github projects

This is a megabug to track other work that needs to happen in order for us to support Github projects well in our CI system (e.g. as well integrated with GitHub as some other github-specific CI systems)

An example of integration would be an appengine app connector that could implement the github webhooks API to run CI tasks against pull requests, or a bot to monitor a PR thread for a project owner posting a message such as "CQ" to cause the PR to be committed.
