View moved to the sides while scrolling down

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.75 Safari/537.36

Example URL:
https://www.google.co.il/

Steps to reproduce the problem:
1. Go in to site (Google, Facebook etc.)
2. scroll down or up
3. 

What is the expected behavior?
Move / scroll smoothly.

What went wrong?
Since the last Chrome update, my browser is acting weird. 
When I'm scrolling down the view of the browser, the browser' view is attaching to the left (and something to the right).

* This starts happening only in the last 24 hours.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? N/A 

Did this work before? Yes Until March 2nd.

Does this work in other browsers? Yes 

Chrome version: 49.0.2623.75  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 20.0 r0
