page_action.default_icon no longer working the same way in latest version

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.75 Safari/537.36

Steps to reproduce the problem:
1. Install an extension that uses page_action.default_icon (such as the Twitter Detector, link above) 
2. Visit a site with a link to a twitter account page (such as https://css-tricks.com/

What is the expected behavior?
Icon should show at end of url bar (see screenshot on webstore). 

What went wrong?
Instead icon shows with the other extensions, which is inconvenient as it takes up space next to the url bar when no twitter link found. Also this is a change in the behaviour of this feature.

Did this work before? Yes at least the version before last and all before that one
