Automate upreving stable_build in global_config OR don't use it for moblab testing

Every 6 months we delete old builds. This will cause moblab to fail in the CQ if the build it wants to use to test running a suite with is missing.

We need an automated fix here to uprev global_config OR find a better way for moblab to select a build to test.

This is currently using artifacts from gs://chromeos-image-archive/, which isn't intended for long term storage (though we've done that from time to time). Artifacts from gs://chromeos-releases/stable-channel are never cleaned up, and so don't disappear.

For bonus points, you could look up the current stable channel release for a given board from Golden Eye so that this version keeps itself current.
