Revert appears to have fixed the issue.

This was caused by emerging sys-fs/udev and dev-libs/libgudev at the same time and it's caused by building a package that depends on virtual/libgudev without having the sys-fs/udev in the sysroot. dev-libs/libgudev will be added by masking it at first, then unmasking and at the same time removing "gudev" flag from sys-fs/udev
