Event Listeners are sometimes not displayed

Project Member Reported by taviso@google.com, Mar 4 2016

Issue description

Version: 48.0.2564.116
OS: Linux

What steps will reproduce the problem?
1. Visit https://github.com/
2. Open the DevTools elements tab, and select "Event Listeners"
3. Notice that the list is empty.

What is the expected output? What do you see instead?

If you type getEventListeners(window) at the console, you can see there are lots of event listeners.

I seem to remember checking and this worked again at some point, but it looks like it's broken again.

Exact same repro doesn't list events for me in Canary.

Would you prefer I open a new bug Alexksey?
I also have this bug in Version 58.0.3029.110 (64-bit) on Windows 10

I hope it was finally fixed. At least on github.com I can observe all event listeners in sidebar. Please reopen if it's still an issue.
