[Chrome][M48][Android 5.0] Downloading fails when device status is changed from running to idle

Issue description

Example URL:

Steps to reproduce the problem:
1. Open Chrome
2. Go to http://po.mcvps.waw.pl/~piotrek/%5bRTT%5d%20Mardock%20Scramble%20Trilogy%20%5b720p%20Hi10p%20AAC%5d/
3. Download file
4. Touch the power key to make device idle

What is the expected behavior?
Downloading should be progressed when device is idle.

What went wrong?
Downloading fails

Did this work before? N/A 

Chrome version: 48.0.2564.116  Channel: stable
OS Version: 5.0
Flash Version: Shockwave Flash 20.0 r0

By "idle", do you mean "sleep"?

Are you expecting the download to progress while device is in sleep mode, or are you expecting download to pause, but resume as soon as device is awaken?

Does this happen every time, or just when the device ends up moving off of network to cellular or vice versa?

Download Resumption/Pausing is being worked on to support the latter case.

Answer about comment 1 :
"idle" means "sleep" and I'm expecting the download to progress while device is in sleep mode.

It happens every time.

Re #4: thank you for your feedback.

Link in bug report does not work for me: 404 Not Found.  I tried downloading http://releases.ubuntu.com/14.04/ubuntu-14.04.4-desktop-amd64.iso on the background on Nexus 5, Android 6.0.1, Chrome 49.0.2623.91, and it works for me, I am not able to reproduce the bug.

Dear Chrome engineer

I'd like to show easy way to reproduce.
You can easily reproduce it if you download very large file.
And when you download file at first, "Downloads" app executes downloading and it is not reproducible.
But from the second trial, "Chrome" executes downloading and it is reproducible.

1. Open Chrome
2. Go to http://mirror.internode.on.net/pub/test
3. Touch "1000meg.test" to download file (At first, "Downloads" app executes downloading)
4. Touch "1000meg.test" to download file (From second, "Chrome" executes downloading)
5. See downloading in progress from notification
6. Touch the power key to make device idle and let device in idle state for several minutes.

Re #8: I'm not able to reproduce.  Tried the following on Nexus 5, Android 6.0.1, with three browsers: Chrome Stable 51.0.2704.81, Chrome Beta 52.0.2743.41, Chrome Dev 53.0.2767.6:

Open http://www.ubuntu.com/download/desktop/thank-you?country=US&version=16.04&architecture=amd64.
Tap "download now" four times.
Tap "CREATE NEW FILE" every time except first.
File gets downloaded by Downloads app, not Chrome, every time.
Download progresses in the backgroud.

Please try again with a recent Chrome version.  Thank you.
I can see that content is in progress of downloading via Chrome M51 in idle state.
It means that it is fixed on M51.
