Able to reproduce this on the latest canary(51.0.2658.0) on Mac OS 10.11.3 as well when the window is resized enough to view the scroll bar. Blink Changelog from C#1 is not opening to find the exact suspect that would have caused this. Cc'ing jochen@ for further help in assigning to appropriate owner for this. This appears to be a side effect of 'pointer-events: none;' on the scrolling layer. If I toggle the pointer-events:none it works as expected. See attached image that show the element responsible for this. I think, the bug is actually the fact that we scroll to begin with. We really shouldn't be scrolling an element that has pointer-events:none. This is actually what Safari does. There is a long standing CC scrolling logic bud (crbug.com/454909) where we ignore pointer-events:none which I think why we scroll.
