IntersectionObserver: accuracy issues with Zoom on mobile

Project Member Reported by kenjibaheux@chromium.org, Mar 4 2016

Issue description

On mobile, it appears that Intersection Observer event do ont take	into	consideration	the	zoom level.
On desktop, the API behaves correctly.

Comment 1 Deleted

Similarly, when zoomed	in and when the element of interest is:
 1. taking	over	the screen and,
 2. the viewable portion	of the element is less than 50%

The Intersection observer still considers the element as fully viewable.

On the desktop, the API behaves as expected.

This is WAI; from the draft spec:

"Root intersection rectangle is not affected by pinch zoom and will report the unadjusted viewport, consistent with the intent of pinch zooming (to act like a magnifying glass and NOT change layout.)"
