OS: Windows (Win 7 -Aero enabled), Linux

Steps:
1. Launch Chrome, navigate to chrome://setting and open Dev-tool,.
2. Click on 'Toggle device toolbar' icon, click on 'Search' drop-down list and observe

Actual: Weird color of drop-down list is seen. (highlight and border color)

Expected: Color of drop-down list should be proper i.e blue highlight and black border should be seen

This is a regression issue broken in M-50, below is bisect info

Good build: 50.0.2660.0 
Bad build: 50.0.2661.0
