log processor: android bugreport processing should skip the "LAST LOGCAT" section

bug reports may contain a section called "LAST LOGCAT"  This section should be skipped in favor of processing the most recent logcat.

apps: Last logcat section should be skipped when processing bugreport

Android bugreports may contain a "LAST LOGCAT" section.  This should be
skipped and the most recent logcat section should be processed.

TEST=manually with bugreports
TEST=ran 'grunt test'
