"Capture Screenshots" shows screenshots from page that's being unloaded

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/51.0.2665.0 Safari/537.36

Steps to reproduce the problem:
1. Go to google.com, let it fully load
2. Open DevTools Network panel
3. Enable "Capture Screenshots" and, for the best results, disable cache and enable network throttling
4. Reload the page
5. Wait for the screenshots to show up in the Network panel

What is the expected behavior?
Screenshots should only show page that's being loaded.

What went wrong?
Quite often there are couple of screenshots at the beginning showing page that's being unloaded. It's confusing at first and sometimes makes it hard to clearly see when the first paint actually happens.

Since we now have screenshots from the performance panel, we are suggesting users use performance panel to get this kind of analysis.
