Extensions with expanding menu don't work on my second monitor

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.75 Safari/537.36

Steps to reproduce the problem:
1. Main monitor is handled by AMD r9 390 and second monitor is connected to Motherboard with Intel HD4000
2. Download any extension that expands its menu when clicked (it doesn't open a new tab or it doesn't pop-up in a new window)
3. Make sure the Chrome window is on the second monitor
4. Click on that extension and you will see that button looks like it was clicked but nothing will happen or you will see only the borders

What is the expected behavior?
I should be able to control extension settings and run their functionality from the second monitor as I already do on my first monitor.

What went wrong?
Extension content is not displayed properly or not displayed at all, even if the button shows that it was pressed. Refer to attachments.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? Yes All plugins with expanding menu (see description)

Did this work before? No 

Does this work in other browsers? Yes 

Chrome version: 49.0.2623.75  Channel: stable
OS Version: 10.0

Components: -Blink Platform>Extensions UI
Looks like this is not a Blink issue, but Chrome's extension UI issue.
