Right now, if the recipe roller sees a username (that's valid on Rietveld) for a CL it's trying to roll downstream, it can't necessarily put that same username in the downstream Rietveld instance.

We should use a Rietveld API (which might not exist) to get the user's email and add that to the newly uploaded CL.
