What steps will reproduce the problem?
1. Install the Tabs extension from here https://chrome.google.com/webstore/detail/tabs/cdbepibloojgbmnofbejfgglmdlifadj?hl=en-US
2. Notice you can invoke Tabs with Option+T
3. Hide the browser action button
4. Press Option+T
5. Inspect the Chrome menu

What is the expected output? What do you see instead?
Option+T should continue to work even after the extension is hidden.
Also, the extension should appear in the Chrome menu according to this documentation
