Password manager does not offer to save account for HotCRP applications |

Issue descriptionI created an account for SOUPS 2016 to submit a paper here: https://conference.pi.informatik.uni-bonn.de/SOUPS16 However, when I initially entered the auto-generated password, and when I later changed my password, the password manager did not offer to save my account. I suspect this is for all HotCRP applications, not just this particular site, so it's bigger than just SOUPS 2016.

Look for HotCRP instances. A current one seems to be https://pldi17.hotcrp.com/ (I have not tested if it reproduces the issue, though).
