[Presentation API] Remove user gesture requirement for PresentationRequest.start() for Apps V2

For backwards compatibility with Cast, this FR is to remove the user gesture requirement for PresentationRequest.start() in Apps contexts.  Currently the primary third-party App that uses Cast won't work after we ship MR.

Per the discussion in Bug 595570, it sounds like PS API works from Apps; do we really need to make a change here?
