Smooth scrolling is not working

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/49.0.2623.75 Safari/537.36 Steps to reproduce the problem: 1. I'm scrolling and it's still stepped What is the expected behavior? Scrolling should be smooth What went wrong? I installed Chrome 49, even thoug the flag is now in reverse, it has stopped functioning completly for me. It worked before when it was behind flag. About:GPU isn't reporting any problems. Windows 10 64bit Geforce GTX 970 Did this work before? N/A Chrome version: 49.0.2623.75 Channel: n/a OS Version: 10.0 Flash Version: Shockwave Flash 20.0 r0 Is there a way to debug why smooth scrolling is not enabled?

I found a fix. This is sneaky: Google Chrome reads Windows performance settings dialog: Go to start menu item "Adjust the appearance and performance of Windows" and set all checkmarks there, I don't know which one enabled it but it works if I add those. Darn it, I wish it wasn't coded to check those, I hate windows animations but still like smooth scrolling!
