Steps to reproduce the problem:
1. start chrome touch boxes 
2. changed touch events in flags no difference

What is the expected behavior?
onscreen keyboard should invoke.

What went wrong?
copy and paste box pops up when touching address bar or text boxes.no onscreen keyboard.

Did this work before? Yes before i updated to 49.02623.75

MS Edge and firefox work fine
