Scrollbar flickers and tears when content only overflows a small amount

Issue description

Chrome Version       :  Version 49.0.2623.75 (64-bit)
URLs (if applicable) : news.ycombinator.com is the right size to see the issue on a Macbook Pro when the window is the size of the viewport.

Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari: OK (9.0.3)
    Firefox: OK (46.0a2)

What steps will reproduce the problem?
1. Use the latest version of Chrome on OSX 10.9.5.
2. Go to a website that only overflows vertically a bit beyond the viewport.
3. Scroll up and down.

What is the expected result?

The scrollbar shouldn't tear and flicker while scrolling.


What happens instead?

The scrollbar tears and flickers while scrolling. The issue is resolved if you add content to the page or set the height of html/body to a large enough value.


Please provide any additional information below. Attach a screenshot if
possible.

I noticed this issue in Canary about a month ago, and noticed in the regular release of Chrome today when I updated because of the security fixes.

Unable to reproduce the issue on Mac OS 10..11.3 using chrome latest stable M49-49.0.2623.75 by following steps mentioned below.

1. Launched chrome and navigated to news.ycombonator.com site as show in the gif file
2. Scrolled top to bottom frequently
3. Observed no flickers in scrolling 

benjamin.zalasky@ - Could you please recheck this issue by creating a new profile under chrome://settings without any extensions and by not enabling any of the flags in your browser. If issue still persists let us know will help your further.

I can confirm the issue is still happening with a fresh profile and all flags set to their default values. I'm guessing this is probably related to me being on Mavericks still. I'd love to update, but can't get this laptop to trust the El Capitan update (keeps saying it can't be verified).  I have another laptop on El Capitan, and didn't notice any issues.

I've also noticed that this only happens on my retina laptop screen. If I drag the Chrome window over to my second monitor (non-retina), the issue does not occur.

Unable to reproduce the issue on MAC 10.11.4 Retina display connected to a external monitor. Followed the steps as mentioned in the comment#1 and comment# 5 by creating a new profile. Tried on chrome version 50.0.2661.94 and Canary 52.0.2722.0

@ benjamin.zalasky: Request you to please reset chrome settings and try the same.

Removing labels Bisect and Test confirmation. Please add if required again.

This seems like an OS issue, I can't repro on my Retina MBP on El Capitan. I'm going to close but feel free to reopen or create a new bug if you still see this in El Capitan.
It's actually resolved in more recent versions of Chrome. I only ever saw it while using Mavericks. Really wish I could upgrade this laptop. The OSX installer fails everytime I try to run it.
