Loss of mouse control with external monitor connected to Chrome OS

Issue description

Version: Version 50.0.2661.5 dev (64-bit)
Platform 7978.3.0 (Official Build) dev-channel peppy
Firmware Google_Peppy.4389.93.0
CRD 50.0.2661.9
OS: CrOS

What steps will reproduce the problem?
1. Connect a ChromeOS device to an external monitor 
2. Connect to it using Remote Assistance (IT2Me)
3. Move the mouse over to the right in the region of the second screen, and move it around
4. You lose control of the mouse on the Host ie no Host mouse pointer and moving the mouse does nothing on the host

 
btw this does not appear to be a regression. I just confirmed the issue with the release version of CRD and the CrOS beta release which is weeks older than the original tested version.

I don't think this is severe enough to worry about right now. +kelvinp, in case there's some bounds checking we're doing that would trivially fix this.
