Unnecessary vertical scrollbar is seen in Edit bookmarks overlay on adding a New folder.

OS: Linux, Windows (Win 7-Aero enabled)

What steps will reproduce the problem?
1) Launch chrome, press Ctrl+Shift+B (to show bookmarks bar).
2) Right click on bookmarks bar, add folder and give some long name.
3) Right click on bookmarks bar, click Add page, click on Bookmarks bar arrow and observe.

Unnecessary vertical scrollbar is seen.

Unnecessary vertical scrollbar should not be seen.

This is a Non-Regression issue seen from M-30 series (Chrome version: 30.0.1459.0)

Note: Issue is not seen on Mac OS.
