Regression: Weird behavior of the blue highlight is observed in drop down menu.

Issue description

Chrome Version: 50.0.2661.11 (Official Build) d99fa8d200178bce07b02a15d79512e7236088ee-refs/branch-heads/2661@{#51} 32/64-bit.
OS: Windows (Win 7 Aero-Enabled)

Steps:
1. Launch chrome and navigate to https://www.airbnb.com/
2. Scroll down the web page and click on language drop down list.
3. Position the mouse pointer over any language and press the down/up arrow key continuously.
4. Observe the behavior of the blue highlight.

Actual: Weird behavior of the blue highlight is observed.

Expected: Blue highlight navigation should be proper.

This is a regression issue broken in M-43.

Good Build: 43.0.2353.0

'weird' 'proper' don't explain the situation.  Please explain concretely.  I watched the both of videos, but I couldn't understand what's the problem.

With response to comment #1:
Blue highlight flickers if the down arrow key is continuously pressed, whereas it should get stuck on the last value of the drop drown menu.

Note: Mouse pointer should be placed on any option of the drop-down menu and then the arrow key should be pressed.
