Regression: Number input value gets selected by clicking a down arrow and the value is the minimum value

What steps will reproduce the problem?
1. Launch chrome, navigate to https://webconferences.paydro.com/css-day-2016
2. Click on drop down list of 'Price' section, select 'More' option then click on min arrow and observe.

Unnecessary value gets selected after clicking on min arrow.

Value should not gets selected after clicking on min arrow.

This is a regression issue,broken in 'M-50',below is bisect info:

Good Build: 50.0.2641.0
Bad Build: 50.0.2643.0
