Add Devtools extension settings in Devtools settings

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/48.0.2564.116 Safari/537.36

Steps to reproduce the problem:
1. Open Devtools
2. Open settings for devtools
3. Allow us to add to the left hand menu, to have a page of our own settings.

What is the expected behavior?
