Regression: 'Responsive' drop down list is not clickble after opening dev tools as separate window.

Issue descriptionChrome Version: 50.0.2661.11 Revision d99fa8d200178bce07b02a15d79512e7236088ee-refs/branch-heads/2661@{#51} OS: Mac What steps will reproduce the problem? 1. Launch chrome, open dev tools window and click on Customize and dev tools icon. 2. Select 'Undock into separate window' from dock side then click on 'Toggle device mode' icon. 3. Now click on 'Responsive' drop down and observe. After step 2, blink on drop down seen and after that it is not clickable anymore. Drop down list should gets opened after clicking on it. This is a regression issue broken in M-50 series, below is the bisect information: Good build: 50.0.2655.0 Bad build: 50.0.2656.0 Narrow bisect: https://chromium.googlesource.com/chromium/src/+log/6bfb8dfbca1349e5f53731aa4a0e358b9e86b776..5f04d0b3af773b5e6bed7423d36e39f0a7b6b9c1?pretty=fuller&n=100 Suspecting: r376345 from above narrow bisect. Note: The above issue is not reproducible on Windows & Linux OS.

Unable to reproduce the issue on Mac 10.11.3 using chrome version 50.0.2661.18. rkote@ could you please check on latest dev and update the thread. Thanks,

With respect to comment 2: Issue is reproducible on Mac 10.10.5 using chrome version 50.0.2661.18 and latest canary version 51.0.2674.0

This is working fine and able to click on responsive drop down, on latest canary # 51.0.2673.0 using MacBook pro 10.10.5 and MacBook Air 10.11.3. As of now 51.0.2674.0 canary is not available, please recheck and update accordingly.

This is working fine on Dev # 50.0.2661.18 too, hence removing the ReleaseBlocker.Please modify if still its an issue.

With respect to comment 6: Issue is reproducible on latest chrome build i.e. 51.0.2693.2, kindly refer the attached video for the same.

This seems to be an intermittent failure, as I'm still unable to repro it on MacBook Pro using touchpad.

Can confirm this is still an issue. Version 51.0.2704.103, OSX 10.11.4. Only happens when DT is not docked. Super frustrating too.
