Regression: Position of text is not proper for all the drop-down list in ’Settings’ page.

Issue descriptionChrome Version: 50.0.2661.11 (Official Build) d99fa8d200178bce07b02a15d79512e7236088ee-refs/branch-heads/2661@{#51} 32/64-bit OS: Windows (Win 7-Aero Enabled), Mac. What steps will reproduce the problem? 1. Launch chrome and navigate to chrome://settings/importData or chrome://settings page. 2. Observe the gap between LHS border of drop down box and first letter of drop down name. More gap is observed between LHS border of drop down box and first letter of drop down name. Gap should be proper between LHS border of drop down box and first letter of drop down name. This is a non regression issue broken in M-49 series, below is bisect info.
