I dug into this a bunch. The site is using this library to do custom scrolling: http://jscrollpane.kelvinluck.com/ which change the 'top' of the content element based on wheel events. So this isn't using blink scrolling at all. I dug a little further to try to understand why the behavior might be different in different browsers. It looks like it's computing the size of the content at one point, then the size is changing and it doesn't update for the new correct size. But I didn't get to comparing this with Firefox to see why it's working there. Someone on layout-dev may want to investigate a little further (eg. break on the initialise function in jquery.scrollpane.js and look at how contentHeight is being determined - thankfully there's no minification here!). But this is likely to turn out to be a bug in this library or in the site one way or another.
