Not showing intent picker when making Chrome as default browser.

OS: <Win10 Pro Insider Preview, Build# 14271>

What steps will reproduce the problem?
1. Make sure Chromium is not the default browser.
2. Launch chrome.exe
3. Click "Set as default"

What is the expected output? What do you see instead?
Intent picker should show when making Chrome as default browser.

Observing the similar behavior on Latest Dev#50.0.2657.0, Beta#49.0.2623.75 and Stable#49.0.2623.75 versions of chrome.
