Smooth scrolling cannot be disabled

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2657.0 Safari/537.36

Steps to reproduce the problem:
1. Update from chrome 48 to 49/50
2. Try to disable the smooth scrolling that has been enabled by default in chrome://flags
3. Smooth scrolling is still enabled

What is the expected behavior?

What went wrong?
These steps should disable smooth scrolling

Did this work before? Yes 

Chrome version: 50.0.2657.0  Channel: n/a
OS Version: 
Flash Version: Shockwave Flash 21.0 r0

I have tested chrome stable, beta and dev and it does not work correctly on any of them. I am using a touchpad to scroll if that helps

Smooth scrolling can be disabled via the --disable-smooth-scrolling option when launching the process. It is no longer an experiment.

No that's the issue, I'm aware it's no longer an experiment, my problem is that setting the flag to disable it is not functioning, smooth scrolling is still applied despite --disable-smooth-scrolling appearing correctly when checking chrome://version
