There are 48 duplicated suite jobs created for peppy-release/R51-7993.0.0-test_suites/control.chameleon_audio_nightly
This has dramatically slow down our database and shard-client heartbeat.

This has resulted in 1900 jobs on peppy shard and there is only one dut available for it.

It is not expected. Should be only one parent job per night.
