Extension Icons Appear Erroneously in New Windows

Issue descriptionWhat steps will reproduce the problem? 1. Set Chrome's Material Design setting to Material-Hybrid in chrome://flags (chrome://flags/#top-chrome-md) 2. Click on a link that will make a new Window popup, but NOT as a tab. For example, you can use this piece of code: http://jsfiddle.net/jcjeff/cwxyvaee/ (make sure to enable popups) 3. Observe the address bar of the new window. What is the expected output? The address bar should not contain any extension icons. What do you see instead? The address bar contains unclickable extension icons. Did this work before? Yes Chrome v49 Browser Info: Chrome version: 50.0.2638.0 Channel: dev OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Shockwave Flash 20.0 r0 Please provide any additional information below. - Only occurs on non-tab windows - Only occurs when Chrome is in Material-Hybrid mode.
