Extension Icons Appear Erroneously in New Windows

Reported by jcjeff2...@gmail.com, Feb 4 2016

Issue description

What steps will reproduce the problem?
1. Set Chrome's Material Design setting to Material-Hybrid in chrome://flags (chrome://flags/#top-chrome-md)
2. Click on a link that will make a new Window popup, but NOT as a tab. For example, you can use this piece of code: http://jsfiddle.net/jcjeff/cwxyvaee/ (make sure to enable popups)
3. Observe the address bar of the new window.

What is the expected output?
The address bar should not contain any extension icons.

What do you see instead?
The address bar contains unclickable extension icons.

Did this work before? Yes Chrome v49

Browser Info:
Chrome version: 50.0.2638.0 Channel: dev
