Adam is the TL of the flutter project (former TL of Blink) and needs to be able to approve changes to flutter recipes.

Yes, two announcements were sent to chrome-infra@ regarding the change, which is detailed in this doc [https://docs.google.com/document/d/1NM1D7jrTyi0BeHFyvwq1_d_ESr0Rhnuvw5JWqdVDLDE]

We pruned the committer list, because it previously consisted of literally everyone who reported to Linus as of two years ago. It hadn't been updated since then, neither to add people nor to remove people. And a list that large was obviously absurd in the first place. So it was cut down to a reasonable set of people.

We now follow the same process as Chromium for granting the committer bit: send an email to chrome-infra+committers@ and get two +1s from other committers.
