Feature request for Chrome OS: Login using Smartcard

Issue description

OS Version: Chrome OS 49

Feature request for being able to login to Chrome OS using Smartcards.  This is becoming a requirement for all US Government (USG) Executive Branch Information Systems (IS) due to requirements from a Presidential Directive -- Homeland Security Presidential Directive 12 (HSPD-12).

Many departments within the US Government (Department of Defense, Department of Homeland Security, etc) have such requirements with deadlines for implementation of this year (or in the past).

This feature will support SAML based IdPs that support cert-based auth. The initial release will support ADFS in cert-based auth mode.

Unmanaged Chromebooks will not be supported i.e. logging in to Google with a certificate on the smart card is out of scope.
