Dell OptiPlex 745 hangs with "Booting the lernel..."

Issue description

Chrome Version     50.0  : <Copy from: 'about:version'>

have tested this issue:

What steps will reproduce the problem?
1. Plug in freshly flashed USB from "cros flash" command. 
2. Press F2 on boot to fix boot order or F12 to boot from USB just once. 
3. Wait a few seconds, it will hang with blinking cursor. 

What is the expected result?
The expected result is for ChromiumOS to boot with the GRUB bootloader, then display the Chromium splash and login screen. 


What happens instead?
Instead, Option A is selected by default, GRUB boot menu fails to appear at all whatsoever. Option A hangs, after displaying "Early Console" and something about KASM. Then, below that, it will just sit on "Booting the kernel..."

Please provide any additional information below. Attach a screenshot if
possible.

Others have suggested that you use the keyboard to get to Virtual Terminal 2/VT2/Whatever floats your boat. This doesn't work because for some odd reason there is no power to the keyboard. The keyboard is plugged in, because I can get to the BIOS from boot. I have tested this multiple times. There is no way to [F2] or [->] your way in, with or without [Ctrl] + [Alt]. 

The processor is an Intel Core 2 Duo, and I've tested both x86-generic and amd64-generic, for those who have also built from source. Both produce the exact same result, yes I am sure.
