Tab Switching and Omnibox typing slow/lags

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/48.0.2564.116 Safari/537.36

Steps to reproduce the problem:
1. Open new tab 
2. Type in Omnibox (slow)
3. Switch to previous tab (slow)
4. Type in existing tab omnibox (slow)

What is the expected behavior?
Quick switching, minimal lag when typing

What went wrong?
Started happening a few weeks bag. After some googling, i tried disablic QUIC protocols in flags, which after restart of chrome fixed the issue.

Did this work before? Yes few weeks ago

Chrome version: 48.0.2564.116  Channel: stable
OS Version: 6.3
Flash Version: Shockwave Flash 20.0 r0

changing quic back to default or enabled does not bring back the issue, although this particular issue survived a system reboot or few, chrome://restart and an auto-update to the latest version a week ago

I am having the same lags when opening and closing tabs. Especially when there is a tab in page loading status, opening a new tab next to it, is very laggy and sluggish.

I am waiting to see if any developer can look at this issue. This is not seen on stable. This is seen on latest beta, dev and canary. 

I am not sure but i dont think this is related to QUIC.
